"About the Unacceptable Criminal Activity of Special Forces Militia Units
and USSR Armed Forces in the Territory of the Republic of Latvia
The unlawful and criminal actions of the Special Forces Militia Units (Unit
No. 3304) and the USSR Armed Forces continue within the Republic of Latvia.
These actions threaten the state interests of the Republic of Latvia and the
security, health and lives of its citizens. The Supreme Council of the
Republic of Latvia has issued several informative statements about these
actions.
The most recent proof was the November 9, 1990 armed violence in Jurmala by
the Special Forces Militia Units and Baltic Navy sailors, which resulted in
the interruption of the execution of a legal court decision of the State
Arbitrage of the Republic of Latvia.
The direct organiser of this action is the USSR Communist Party subsidiary
in Latvia - the Latvian Communist Party and its Central Committee, who
clearly violate the laws of the Republic of Latvia, pay the salary of these
armed units and have involved the USSR Armed Forces in these criminal
actions against the Republic of Latvia.
The Supreme Council of the Republic of Latvia hereby resolves:
1. To strip the Special Force Militia Units in the Republic of Latvia of
their militia and government representative status and to ban their
involvement in the realisation of any public order or security assignment
in Latvia.
To demand that the Council of Ministers immediately terminate the activities
of the "Vikings" co-operative, due to their violations of law and their
efforts to arm these units.
2. To demand that the Council of Ministers and local governments terminate
the provision of social and material goods and services to any subunit of
the USSR Armed Forces and the USSR Communist Party's territorial
organisations in the Republic of Latvia until the beginning of discussions
between the governments of the Republic of Latvia and the USSR as to the
status of the USSR Armed Forces in the Republic of Latvia.
3. To demand that the Supreme Council Presidium of the Republic of Latvia
form a commission to evaluate the activities of the USSR Communist Party and
its subsidiary in Latvia - the Latvian Communist Party and to resolve the
issue of USSR Communist Party property located in the territory of the
Republic of Latvia.
4. To demand that the General Prosecutor of the Republic of Latvia ensure
that the forceful actions of the Special Force Militia Units, the USSR Armed
Forces and the USSR Communist Party subsidiary in Latvia - the Latvian
Communist Party be effectively investigated and that the guilty be held
accountable under the relevant laws.
5. This decree takes effect as of the moment of its adoption.
6. Supervision about the execution of this decree is given to the Defence
and Internal Affairs Commission (Chair T. Jundzis) of the Supreme Council
of the Republic of Latvia.
