Appeal to the President of the USSR
Hon.Mr. Gorbachev,
The renewal of dialogue between the USSR and the Baltic States was met with
satisfaction on our side. However, the first round of meetings between the
delegation of the USSR which you appointed, and the delegations of the
Republic of Estonia, the Republic of Latvia and the Republic of Lithuania
raises certain concerns. Thus, at the meeting with the delegation of the
Republic of Lithuania the Soviet side refused to document a provision
renouncing the use of force. During discussions to define the status of
each of the three Baltic and Soviet delegation meetings, the Soviet side
even evaded the very concept of "negotiation", since your � entitles them
only to a DISCUSSION of the entire set of political, social and economic
issues.
At the same time the delegations of the Republic of Estonia, the Republic of
Latvia and the Republic of Lithuania proceed according to resolutions
adopted by the Supreme Councils of these countries of full reestablishment
of the independent statehood of Estonia, Latvia and Lithuania.
Such discrepancies can delay a just settlement of the Baltic issue.
The Council of the Baltic States appeals to your good will once more with a
proposal to entrust the delegation of the USSR with a mandate to hold true
inter-State negotiations with the Baltic States.
