Letter of the Acting Secretary of State, George W. Ball, to the Latvian
Charge d'Affaires, Arnolds Spekke, dated November 17, 1965.
Dear Dr. Spekke,
On the occasion of the forty-seventh anniversary of Latvia's Independence
Day I extend to you the sincere good wishes of the Government and the
people of the United States. The celebration of the emergence of Latvia as
a free and independent nation takes on a special significande this year
since it also marks the twenty-fifth anniversary of the forcible annexation
of your country by the Soviet Union.
The spirit and determination that your people have shown during this
quarter-century of foreign domination is a striking example for all of us
of the undying desire that a people can have for personal freedom and
self-government. The United States, by its firm policy of non-recognition
of the illegal annexation of your country, has given its full support to
the belief that all peoples have the right to determine their own form of
national existence.
The courage which the Latvian people have shown during this period gives us
confidence that the cause of Latvian Independence will ultimately prevail.
