To the Governments of all Nations
The governments of most democratic nations have never recognised the forced
Incorporation of Estonia, Latvia and Lithuania into the USSR in 1940. Today
we are all witnessing Lithuania’s heroic endeavours towards
self-determination and independence. At the same time we see Moscow’s
unwillingness to begin negotiations with the Lithuanian government, the
incessant war of nerves conducted by Moscow’s central press, and the
demonstration of force by the army and Moscow’s collaborationists in
Lithuania. The determination of Latvia and Estonia to follow the Lithuanian
path makes the situation even more explosive.
We appeal to you not to leave the Baltic States at the mercy of the
totalitarian superpower, the USSR, which has never abandoned any territory
which it has occupied. We urge you to exert economic and diplomatic pressure
on Moscow, so that it starts immediate negotiations with the Government of
Lithuania. We urge you to support Latvia and Estonia in the same way. In
1938, 1939, 1940, and 1945 the small nations of Europe were left to their
fate. We believe and hope that support for Gorbachev by the governments of
the democratic states does not mean the betrayal of the Baltic States in
1990. We believe that broad and unequivocal support for the Ba1tic States
does not undermine the security of any other state.
We are not pleading for sympathy. We are asking for concrete and effective
help.
